Samad is a police officer in the narcotics brigade in Tehran, an Iranian city overflowing with addicts, many of whom are homeless, and he is searching for a local drug lord, Nasser Khakzad. After many attempts, he manages to locate him, finding him after a failed suicide attempt. As Nasser goes through the legal proceedings that will lead to his death sentence and execution, Samad begins to realize that it was the social conditions and the completely corrupt institutions of society that forced Nasser into the criminal life he led. The arrests and executions he made in his career then begin to appear as something useless and without any impact on the drug problem in Iran. Portraying an issue rarely addressed in Iranian cinema, with well-constructed and credible characters, Roustaee draws attention to the exponential increase in the number of addicts, the ease of access to drugs, and the inability of law enforcement to combat this epidemic.
